This petition draws on material that circulated publicly and on a document submitted to Indonesian authorities. We separate what the material shows directly from what is context, and from what remains unverified.
The underwater frames on the home page are taken from the video that circulated within the diving community. They support the case for an investigation. They do not, on their own, establish who the diver is, and we do not present them as doing so.

The legal framework cited
- Law No. 5 of 1990 on the Conservation of Living Natural Resources and their Ecosystems, as amended by Law No. 32 of 2024.
- Minister of Environment and Forestry Regulation P.106/MENLHK/SETJEN/KUM.1/12/2018, which sets out the list of protected species.
- CITES Appendix I, under which international trade in Hawksbill shell is prohibited.

This petition asks for an independent investigation. It does not treat circulating reports as established findings, and it does not attempt to determine legal responsibility — that is properly a matter for Indonesian authorities, based on the evidence.
