Public call for evidence

Help complete the chain of evidence

Wei Shang is currently under the control of the relevant authorities in Makassar, and the case remains under further investigation. Locating the person involved does not mean the investigation is complete.

Wei Shang has stated that he was not the person shown killing the Hawksbill turtle in the video. The investigation must therefore examine the evidence carefully and determine who was responsible.

What matters most at this stage is completing the chain of evidence: establishing who did what, when, and where, from material that can actually be verified.

Questions still open

Several things about the videos and images circulating online still need to be confirmed:

What we are seeking

1

The original underwater video

If you hold, or have seen:

Please keep original files as they are — do not re-edit, add subtitles, or recompress them. The earliest known posting was reportedly on Wei Shang's own WeChat Moments, which has since been deleted.

2

Earlier sources of publication (before 13 September)

If you saw related content earlier on WeChat, Xiaohongshu, Douyin, Weibo, Instagram, Facebook, Threads or elsewhere:

We are particularly hoping to reach people who saw the video at the earliest stage of its circulation.

3

The time of recording

The exact date still needs to be independently verified. Useful material includes:

4

The exact location

Location should be established through verifiable travel records and other corroborating evidence, not from the look of the reef alone. Useful material includes:

5

Others who were present

Wei Shang was not the only person on this trip. It matters who else was there and what each person did. Useful material includes:

Being present does not mean a person committed an offence. Until identities are reliably confirmed, please do not publish phone numbers, home addresses, identity documents or other private information about anyone.

6

Images from after the turtle's death

If you have seen or saved:

One question that particularly needs answering is whether the turtle in the underwater footage and the turtle in the later photographs belong to the same incident.

7

Witnesses

If, during the relevant period, you stayed at or worked for the same dive operation or accommodation, saw relevant equipment or the animal, or saw what happened afterwards:

Dates and places that may be relevant: Gloria Homestay (reportedly associated with the supply of scuba cylinders); Keruwo Homestay (accommodation and meals); 11 September at Keruwo Homestay; 13 September at a restaurant in Sorong. Please do not contact, pressure or flood these businesses with messages — it interferes with the investigation and makes people less willing to speak.

What is most useful

Roughly in order of evidentiary value:

  1. 1Original files
  2. 2Original publication links
  3. 3Complete screenshots
  4. 4First-hand witnesses
  5. 5Reposted screenshots
  6. 6Second-hand accounts

A lead on its own is still worth sending. Please mark clearly whether you saw something yourself or were told about it by someone else, and do not present speculation as fact.

Why we are collecting this

This is not a trial by social media, and it is not an attempt to declare anyone guilty before responsibility has been determined through the proper legal process.

The investigation needs reliable answers to basic questions: who did what, when, and where. If the source, time and location of a piece of material cannot be verified, that limits how useful it is to the formal process.

The most valuable thing anyone can do now is help verifiable information reach the authorities handling the case.

How to send material

Use the private submission form. It keeps sensitive material out of ordinary inboxes, and contact details you provide are encrypted.

You do not need to identify yourself publicly, and you should not post personal information in public comments anywhere.

Material provided for the investigation is kept separate from anything published. Your name, accounts and contact details will not be made public without your explicit consent. If something has real evidentiary value and may need to go to the police or another competent authority, we will confirm with you first what may be submitted and how much of it.

Sending documents, photos or video

Files cannot be attached to the form yet. Email them to fatepanda123@gmail.com, and include the reference code the form shows you after you submit so the two can be matched up. Please send original files rather than re-edited or recompressed copies.
